CERTEX Controls on Ozone-Depleting Substances

From 17 May 2025, Dutch Customs will enforce CERTEX-based checks on the import and export of ozone-depleting substances (ODS). These checks ensure compliance with the EU ODS Licensing System and impact customs declarations and logistics processes.

What’s changing for ODS declarations:

  • CERTEX will verify if an ODS licence exists for all ODS imports and exports.

  • Applies initially to import and export declarations; checks on other customs procedures (Transit, Storage, IIAA) will follow.

  • Declarations must include:
    – A valid EU ODS licence
    – The ozone depletion potential of the substances
    – Mass and weight data


Impact for businesses:

  • If you filed an ODS declaration in the past year, Customs will send you more details by email.
