Since 1 October 2026, importers of certain steel products into the EU must provide evidence of the country of melt and pour and the corresponding heat number. NLD Customs has updated its declaration for non-Russian iron and steel products to help collect the required information.
Which products are affected?
The requirements apply to steel products within the categories listed in Annex I to Regulation (EU) 2026/1384. Checking the relevant CN or TARIC code is therefore the first step in determining whether your goods are affected.
What evidence is required?
The primary document is a Mill Test Certificate (MTC) containing:
- The country of melt and pour;
- The corresponding heat number.
If either detail is missing, customs authorities may accept supplementary evidence, including invoices, delivery notes, quality certificates, supplier declarations or production records. The documentation must provide the missing information and be verifiable.
What applies during the transition period?
Until 30 September 2027, customs authorities may also accept the permitted alternative documents as standalone evidence when no MTC is available. They must contain both required details and are subject to documentary checks.
Failure to declare the country of melt and pour with appropriate, verifiable evidence will result in rejection of the import.
Our declaration has been updated
NLD Customs has added the heat number as a mandatory field in its declaration for non-Russian iron and steel products, alongside the country of melt and pour.
The updated declaration helps record the information needed for customs clearance. Importers must also ensure that the supporting evidence is available and clearly linked to the goods being imported.
