The self-assessment is a critical part of the process. It requires a company to analyze its own organization, procedures, and risk exposure. The summary must be based directly on this internal assessment. The below areas are evaluated.
A general description of the company, its structure, and its activities within the supply chain.
The company must demonstrate a solid track record in complying with customs legislation. This includes explaining whether any irregularities occurred in the past and describing the corrective measures taken to prevent recurrence.
The company must prove that its administrative systems are accurate, transparent, and auditable. Goods flows must be traceable, and records must support customs controls effectively.
The organization must demonstrate financial stability and sufficient solvency to meet its obligations.
There must be sufficient customs expertise within the organization. This may be demonstrated through experience, qualifications, or structured training.
For AEO Security and Safety authorizations, a company must demonstrate that adequate security measures are in place, covering the physical protection of goods, information security, personnel screening, and safeguards against misuse of the supply chain, including terrorism-related risks.
Risk assessment and mitigation form an essential part of the AEO process. The applying company is required to identify the risks within its segment of the supply chain, assess whether adequate control measures are in place, and implement additional safeguards where gaps are identified. If certain risks cannot be fully mitigated, this must be clearly justified and properly documented. This structured self-evaluation is not a mere formality, as Customs authorities assess both the quality of the risk analysis and the effectiveness of the implemented controls.
Customs authorities assess AEO applications using what is known as an open norm framework, meaning that each company is evaluated individually based on its size, activities, and specific risk profile. In practice, AEO authorisation is granted when a company can demonstrate a solid track record of compliance with customs legislation, maintains proper commercial records and, where relevant, transport documentation, is financially solvent, possesses sufficient customs expertise within the organisation, and applies appropriate security and safety standards. Because the assessment is tailored to the individual organisation, thorough preparation and high-quality documentation are essential for a successful application.
