Certificate of Origin

A Certificate of Origin (COO) confirms the country in which goods were produced or manufactured. The document provides official proof of the non-preferential origin of a product and is widely used in international trade.

Unlike documents connected to preferential trade agreements, a COO does not grant tariff reductions. Instead, it enables customs authorities in the importing country to determine which import rules, duties, or trade measures apply based on the origin of the goods.

Certificates of Origin are generally issued by authorized organizations such as Chambers of Commerce, which verify the origin using supporting documents provided by the exporter.

Why import authorities request a COO

In many international shipments, importing countries require a Certificate of Origin to confirm where the goods were manufactured. Customs authorities or importers may request the document as part of the import clearance process.

A COO can be required for several reasons, such as:

  • verifying the manufacturing country of the goods
  • complying with national import regulations
  • applying trade policy measures, including quotas or anti-dumping duties

Providing the correct origin documentation helps ensure that shipments are processed smoothly during customs procedures.

Establishing the origin
of a product

The origin stated on a Certificate of Origin is determined by identifying where goods were wholly obtained or substantially transformed.

In international trade, this often depends on the location of the last significant production step. When products are manufactured using components from multiple countries, the origin is generally assigned to the country where the final manufacturing process took place.

Understanding these origin rules is important for exporters preparing documentation and ensuring that the correct country of origin is declared.
